Concetta Liberato เจ้าหน้าที่ด้านการศึกษาของสถานทูตอิตาลี ประจำประเทศไทย ได้แจ้งถึงขั้นตอนและรายละเอียดสำคัญ สำหรับผู้สนใจสมัครขอทุนของรัฐบาลอิตาลี ภายใต้ความมุ่งหวังให้ผู้ขอทุนประสบความสำเร็จในการของทุน ไม่ว่าจะเป็นทุนไปเรียนภาษาอิตาเลี่ยน หรือทุนสาขาอื่น ๆ และสิ่งจำเป็นอันดับแรกที่ผู้สมัครต้องทราบก็คือ ต้องมีความรู้พื้นฐานทางด้านภาษาอิตาเลี่ยนมาพอสมควร(See English version on second part)
ในการสมัครขอทุนรัฐบาลอิตาลี หรือ Scholarship from the Italian Ministry of Foreign Affairs นักเรียนที่ต้องการสมัครขอทุนต้องมีเป้าหมายที่ชัดเจนเกี่ยวกับสาขาวิชาที่ จะไปเรียน และรู้อย่างชัดเจนว่า จะได้ประโยชน์อย่างไรในการเดินทางไปศึกษาที่อิตาลี โดยเฉพาะนำสิ่งที่ไปเรียนรู้มานั้นกลับมาสร้างประโยชน์กับประเทศของตนอย่าง ไร ซึ่งประเด็นนี้ถือว่าสำคัญมาก สำหรับการพิจารณาให้ทุน นอกจากนั้นก็ยังมีข้อกำหนดเรื่องอายุที่จะต้องไม่เกิน 35 ปี โดยผู้ที่จะสมัครได้โดยอายุเกินกว่านี้ จะได้สิทธิเฉพาะผู้ที่มีหน้าที่เป็นครูสอนภาษาอิตาเลี่ยนเท่านั้น
ผู้ขอทุนจะต้องเลือกเมือง และมหาวิทยาลัย ที่จะไปศึกษา ซึ่งตรงนี้ต้องใช้เวลาในการพิจารณาให้รอบครอบ เพราะเป็นสิ่งที่สำคัญที่สุด และก็ต้องรู้ว่า What How และ Where อะไรที่เป็นคอร์สที่เหมาะกับคุณมากที่สุด
WHAT : หรือจะเรียนอะไร ซึ่งผู้สมัครขอทุนสามารถเลือกคอร์สใดคอร์สหนึ่ง เช่น Italian Language and Culture course,Degree courses,Master courses,Specialization Courses ซึ่งในจำนวนคอร์สต่าง ๆ เหล่านี้ Master Courses โดยปกติแล้วจะต้องเสียค่าใช้จ่ายค่อนข้างมาก นอกจากนี้ผู้สมัครก็ต้องแน่ใจว่า คอร์สที่เลือกไปยังเปิดสอน หรือ Active อยู่หรือไม่ในปีการศึกษานี้ เพราะโดยทั่วไปคอร์สเหล่านี้จะเปิดสอนก็ต่อเมื่อมีนักศึกษาลงทะเบียนเรียนใน จำนวนตามที่สถาบันกำหนดเอาไว้แล้วเท่านั้น ซึ่งกรณีนี้ผู้สมัครอาจไม่สามารถทราบได้ในขณะที่สมัครไป ดังนั้นเมื่อสมัคร Master Course ก็ต้องแน่ใจอย่างเต็มที่แล้วว่ามีการเปิดสอน และผู้สมัครจะได้รับเข้าสู่การศึกษาที่นั่น
HOW : หรือ สมัครอย่างไร ในการสมัครเข้าศึกษาในสถาบันของอิตาลีจะมีสิ่งจำเป็นที่ผู้สมัครจะขาดเสียไม่ได้ดังต่อไปนี้
กรณีของ Single course ปกติแล้ว มีความจำเป็นเพียงแค่ต้องลงทะเบียนที่มหาวิทยาลัยที่สมัคร แต่หากเป็น Degree courses กับ Italian language courses จำเป็นต้องมี High School Diploma Degree
Master courses กับ Specialization courses ต้องมี University Degree และหลักฐานอื่น ๆ ที่มหาวิทยาลัยต้องการ ซึ่งปกติก็ต้องยื่น Transcript ของคอร์ส และรายละเอียดโปรแกรมที่ผู้สมัครจบมา ซึ่งทั้งหมดของเอกสารที่ยื่นต้องแปลเป็นภาษาอิตาเลี่ยน ซึ่งในเนื้อหาจะประกอบไปด้วยวิชาที่เรียน รายละเอียด เครดิตที่ได้ และช่วงเวลาที่ศึกษา
ส่วนผู้ที่ต้องการสมัครเรียนกับสถาบันทางด้าน Music Conservatories และ Fine Arts Institutes ก็จะต้องมี High School Diploma
WHERE: มหาวิทยาลัยหรือสถาบันการศึกษา ต้องเป็นสถาบันของรัฐ(Statale) ไม่ใช่ของเอกชน เพราะทุนรัฐบาลอิตาลีมีให้สำหรับสถาบันของรัฐเท่านั้น โดยข้อมูลเกี่ยวกับสถาบันการศึกษาต่าง ๆ สามารถเข้าไปค้นหาได้ทางเว็บไซต์ของมหาวิทยาลัยอิตาลี แต่ต้องจำไว้ว่า search engine จะต้องเป็น .IT ไม่ใช่ .com โดยเว็บไซต์ที่มีประโยชน์เกี่ยวกับเรื่องนี้มากคือ www.study-in-italy.it เพราะเป็นเว็บไซต์ที่มีเรื่องข้อมูลด้านคอร์สต่าง ๆ ในทุกระดับ และเมื่อได้มหาวิทยาลัย และคอร์สที่ต้องการเรียนแน่นอนแล้ว สิ่งที่ต้องทำต่อไปก็คือ ติดต่อไปยัง Tutor หรือผู้ที่ดูแลนักเรียนต่างชาติ ซึ่งจะมีบริการเสมอในทุกสถาบันการศึกษา และบุคคลเหล่านี้ก็มีหน้าที่โดยตรงในการช่วยเหลือนักศึกษาต่างชาติ โดยผู้สมัครต้องเขียนอีเมล์เป็นภาษาอังกฤษ หรือจะยิ่งดีกว่าหากเป็นภาษาอิตาเลี่ยนไปยังติวเตอร์เพื่อสอบถามในเรื่อง ต่าง ๆ ซึ่งคำถามส่วนใหญ่ก็มักมีลักษณะดังต่อไปนี้

Which documents are required from you : เรื่องนี้สถาบันการศึกษา หรือมหาวิทยาลัยต่าง ๆ ในอิตาลี จะมีอิสระในการกำหนด รวมทั้งเดทไลน์ในการส่งใบสมัครต่าง ๆ
How expensive is the registration fee and if you must pay it ซึ่งในบางมหาวิทยาลัยไม่มีค่าใช้จ่าย แต่บางแห่งอาจต้องจ่ายประมาณครึ่งหนึ่ง
สิ่งที่ผู้สมัครขอทุนต้องตระหนัก คือ รัฐบาลอิตาลีเป็นเพียงสื่อกลางระหว่าง ผู้สมัครกับมหาวิทยาลัย ช่วยให้ผู้สมัครมีโอกาสที่จะได้รับทุนการศึกษา เพื่อไปใช้ชีวิตและศึกษาในประเทศอิตาลี แต่รัฐบาลอิตาลีไม่ใช่คนที่จะเป็นผู้เลือกหลักสูตร หรือมหาวิทยาลัยให้กับผู้สมัคร ดังนั้นเรื่องต่าง ๆ ผู้สมัครต้องเป็นผู้ตัดสินใจเอง เพราะที่ผ่านมา มักมีนักศึกษาโทรไปถามกับสถานทูตอิตาลี ว่า I would like to study Art in Italy,what shall I do? ซึ่งคำถามอย่างนี้ผู้ถามก็จะไม่ได้รับคำตอบแต่อย่างใด
โดยปกติแล้ว ทุนการศึกษาของรัฐบาลอิตาลี มีขึ้นตามปีการศึกษาที่กำหนดไว้ ซึ่งก็จะเป็นช่วงเวลาระหว่างเดือน October ถึง September ยกตัวอย่าง หากผู้สมัครต้องการไปเรียนภาษาอิตาเลี่ยนในช่วงซัมเมอร์ ในปี 2008 ที่มหาวิทยาลัย Siena หรือ Perugia ก็ต้องทำการสมัครขอทุนในปี 2007 เป็นต้น ส่วนข่าวเรื่องทุนการศึกษา จะมีการประกาศที่เว็บไซต์ของสถานทูตอิตาลีทันที เมื่อมีการประกาศรับสมัคร ซึ่งก็จะมีการแจ้งถึงเรื่องหลักฐานในการใช้สมัครต่าง ๆ รวมทั้ง Portfolio ที่เกี่ยวข้องกับสาขาที่เลือกไปเรียน และจะมีการนัดสัมภาษณ์เพื่อทดสอบความสามารถในการใช้ภาษาอิตาเลี่ยนของผู้ สมัครด้วยเช่นกัน
เมื่อผู้ใดได้รับทุนการศึกษาแล้ว ก็ต้องมั่นคงที่จะไม่เปลี่ยนใจ เพราะการบอกเลิกรับทุน ถือเป็นความเสียหาย ทำให้ผู้สมัครคนอื่น ๆ ที่ควรจะได้รับการคัดเลือก ต้องเสียโอกาสไป
เมื่อนักศึกษาได้รับทุนแล้ว และต้องเดินทางไปอิตาลีอย่างแน่นอน ก็ต้องดำเนินการเรื่องขอ Study Visa กับทางสถานทูต ซึ่งก็สามารถเข้าไปดูรายละเอียดเว็บไซต์ของสถานทูต ได้ที่ www.esteri.it and www.ambbangkok.esteri.it.

Scholarships for Thai citizens for the 2007-2008 academic year
The Italian Ministry of Foreign Affairs offers scholarships to Thai Citizens wishing to pursue their studies in Italy. The scholarships are granted for students, teachers, artists and professionals, provided they meet the necessary requirements to enroll in Italian post-secondary institutions. Scholarships are intended for Universities, Academies of Fine Arts, Art Restoration Institutes, Music Conservatories, National School of Cinematography, research or laboratories centers. The institutions chosen must be officially recognized by the Italian Government. For Italian Language study, the scholarships are awarded at the University for Foreigners in Perugia, Siena and “Roma Tre” or at other institutions authorized to issue the released certification.
Applicants may require scholarships for:
· Italian Language Courses: 1 to 9 months long, depending on the course and on the Institution chosen
· University Single Courses: 5 to 8 months long, covering all areas of study
· Degree Courses: 9 to 12 months long
· Courses of Art and Music High Education: 1 to 12 months long depending on the course
These courses are held at Academies of Fine Arts, Music Conservatories, Art Restoration Institutes, National School of Cinematography, and require a High School Diploma.
· Research: 5 to 8 months, covering all areas of study. This kind of scholarship is granted under mandatory requirements, such as:
1) an acceptance letter from the hosting Academic Institutions
2) the enrolment in, and attendance of, a University and/or post-University course, with final exam.
· Post-graduate courses: up to 12 months long: Ph.D courses, Master and Specialized Courses (except for Medical Studies):
1) Ph.D courses admittance is subdued to autonomous Universities regulations: it is
therefore advisable that applicants should contact the Universities directly, also via Internet websites.
3) Master courses: applicants should be aware of the high cost of the enrolment, as well as of the possibility that a master course may require a possible long stay in Institutions placed outside of Italy.
4) Specialized Courses (except for medical studies).
· Italian Language and Culture Courses: at least 1 month long. They are intended for Italian Language teachers, to whom no age limit applies, and for University students of Italian who are attending the third year course at least. For Italian language teaching and study, the scholarships are awarded for specific programs at the Universities for Foreigners in Perugia, Siena and Roma Tre, or at other recognized institutions.
Requirements:
All students who wish to apply for a scholarship are required to:
· Have basic knowledge of the Italian language, to be tested through a short interview.
· Possess a diploma entitling the applicant to enroll in the Institution chosen (High School Diploma to enroll to University, Music and Art School Institutions, and Degree to enroll in post-graduate level courses)
· Produce, for admission to ‘single courses’ only, a certificate stating that the applicant is regularly enrolled at the University in his home country
· Produce, for Italian Language and Culture courses only, a High School Diploma
Age limits
Applicants must be 35 years or younger. Such age limit does not apply to Italian Language teachers. Nevertheless, different age limits may be established by some Institutions (e.i.: the National School of Cinematography in Rome requires an age limit of 27): applicants should therefore ascertain this requirement contacting the chosen Institution.
Documents required to apply:
· Application form (available at the Embassy or to download from the website :www.esteri.it > Foreign Policy > Cultural Policy > Study and Work opportunities > Per cittadini stranieri) with original signature. The application form must be written in Italian.
· Photocopy of diplomas or certificates
· Portfolio (if any)
· Letters of reference from professors, teachers, and/or professional superiors (at least two)
· Curriculum vitae and curriculum studiorum
The Selection Committee will take into consideration for selection:
· The applicant’s curriculum vitae and studiorum
· The applicant’s program of study
· The letters of reference from Thai or Italian academics
· The contacts between the applicant and the Italian academies
· Knowledge of the Italian language
After the selection, please provide:
· True copy of the applicant’s High School Diploma and/or University Degree(s)
· True copy of the High School or University transcript
· Valid document of identity
· Two passport-size photographs
All diplomas and certificates must be validated by the Thai Ministry of Foreign Affairs, translated into Italian, legalized and declared valid in loco by the Italian Embassy. The applicant will also be required to produce medical certificate and other necessary documents. Original copies will not be returned.

Applications must be submitted to this Embassy by May 4th 2007
Applicants will receive notification of the Committee’s decision.
Important: the scholarships do not cover the costs for accommodations and plane tickets. Scholarship recipients must make their own lodging arrangements and must be able to provide for their own expenses at least for the first month of their stay in Italy, while waiting for the first instalment of the scholarship to be withdrawn.
